Reconstruction and Development Fund of the Republic of Uzbekistan

The Fund for Reconstruction and Development of the Republic of Uzbekistan was established in 2006 in accordance with the relevant Decree of the President of the Republic of Uzbekistan in order to ensure the implementation of projects for the modernization and technical re-equipment of leading, primarily basic, sectors of the economy, to achieve consistent, stable and balanced socio-economic development of the country, as well as to implement an effective structural and investment policy. 

The Fund for Reconstruction and Development carries out tasks such as financing the implementation of socially significant national state programs and projects to form production and non-production infrastructure in promising but underdeveloped regions, financing the modernization and development of transport and telecommunications infrastructure, which creates conditions for the integration of the republic into the international communications network, and providing the shortest access to international transport corridors and world markets. The Fund for Reconstruction and Development may also participate in the organization of joint financing of projects with international financial institutions, credit institutions of the republic and foreign countries. 
The Government of the Republic of Uzbekistan, through the Ministry of Finance of the Republic of Uzbekistan, is the founder of the Fund. The Council for the Management of the Fund, headed by the Prime Minister of the Republic of Uzbekistan, is the supreme governing body of the Fund.

CONSTRUCTION OF TWO STEAM-GAS UNITS AT THE TALIMARJON THERMAL POWER PLANT WITH A TOTAL CAPACITY OF 900 MWT

🔹 The goal is to build two combined cycle power plants with a capacity of 900 MW and achieve savings of 520 million m³ of natural gas.

🔹 Total project cost – 1,320.4 million dollars:

  • TTJ loan – 240.9 million dollars;
  • other sources – 1,079.5 million dollars.

🔹 Location – Kashkadarya region, Nishon district, Nuristan town.

  • TTJ loan – 255.2 million dollars;
  • other sources – 940.7 million dollars.

🔹 Goal – to produce 100 thousand tons of PVC, 75 thousand tons of caustic soda and 300 thousand tons of methanol per year.

🔹 Total project cost – 500.13 million dollars:

  • TTJ loan – 65.97 million dollars;
  • other sources – 434.16 million dollars.

🔹 New jobs created – 903;

🔹 Location – Navoi region, Navoi city.

"NAVOIAZOT" OJSC - AMMONIA AND UREA PRODUCTION

🔹 Goal – production of 660 thousand tons of ammonia and 577.5 thousand tons of urea per year.

  • other sources – 665.7 million dollars.

"TAKHIYATASH" HEATING POWER PLANT - CONSTRUCTION OF STEAM-GAS POWER UNITS WITH A TOTAL CAPACITY OF 460-560 MW

🔹 Goal – construction of combined cycle power units with a capacity of 460-560 MW.

🔹 Total cost of the project – 678.2 million dollars:

  • TTJ loan – 230.8 million dollars;
  • other sources – 447.4 million dollars.

🔹 New jobs created – 97.

CONSTRUCTION OF THE NEW SHAVOT-KARAO‘ZAK RAILWAY LINE AND A COMBINED RAILWAY AND ROAD BRIDGE OVER THE AMUDARYA RIVER

🔹 The goal is to increase the transit capacity of Uzbekistan, to organize convenient railway and road transport between the cities of Nukus and Urganch.

🔹 Total cost of the project – 168.7 million dollars:

  • TTJ loan – 45.0 million dollars;
  • other sources – 123.7 million dollars.

DEVELOPMENT OF THE YOSHLIK-I MINE

🔹 Goal - 60 million per year to expand production capacity of non-ferrous and precious metals JSC "Almalik MMK" by mining tons of ore.tons of ore per year.

🔹 Total cost of the project – 4,799.3 million dollars:

  • TTJ loan – 217.1 million dollars;
  • other sources – 4,582.2 million dollars.

🔹 New jobs created – 5,647.

🔹 Location – Tashkent region, Almalyk city.

PROJECT "CONSTRUCTION OF THE "ANGREN-POP" ELECTRIFIED RAILWAY LINE"

🔹 Goal - to connect all regions of Uzbekistan with a stable railway connection through the construction of a 19.2 km. underground tunnel, stop transit through the Sogdian railway section of Tajikistan (saving up to $140 million annually), reduce the cost of delivering cargo to the Fergana Valley by 3.9 times (from $27.8/ton to $7.2/ton).

🔹 Total cost of the project – $1,702 million:

  • Loan from the Reconstruction and Development Fund - $242.5 million;
  • other sources - $1,459.5 million;

🔹 Location – Tashkent region - Namangan region.

IMPROVEMENT OF THE SURGIL FIELD AND CONSTRUCTION OF THE USTYURT GAS-CHEMICAL COMPLEX ON ITS BASIS

🔹 Goal – to produce 387 thousand tons of polyethylene, 83 thousand tons of polypropylene, 102 thousand tons of pyrolysis distillate, 8 thousand tons of pyrolysis oil through deep processing of 4.5 billion m³ of hydrocarbon raw materials.

🔹 Total cost of the project – 3,890.0 million USD:

  • Reconstruction and Development Fund loan 90.7 million USD;
  • other sources 3,799.3 billion USD.

🔹New jobs created – 1,200.

🔹 Location – Kung'rot district, Kyrgyz village and Moynaq district (gas condensate field), Republic of Karakalpakstan.

  • Reconstruction and Development Fund loan 106.4 million USD;
  • other sources 120.4 million USD.

🔹 New jobs created – 1,012.
